Peace Corps South Africa PEPFAR (PCSA-PF) program is a hybrid program consisting of two-year PEPFAR funded Volunteers and Response Volunteers who support the scaling-up and the strengthening of the 2-year programs, Health and Education placed at different organizations in hard to reach rural KwaZulu Natal, Limpopo and Mpumalanga. PCSA places up to 3 generations of volunteers in communities over six years to build the capacity and skills of local community based volunteers and operate 3 major HIV/AIDS components; prevention, health/well-being and the structural drivers of the epidemic with high focus on “know your epidemic/know your response” strategy as well as the new training development for all PCVs. PCSA-PF funds technical and HIV trainings to Volunteers and their Community Counterparts in order to implement community driven HIV/AIDS activities through Volunteer Activity Support and Training (VAST) funding. Volunteers use PEPFAR aligned data collection tools from PC project framework revised at the end of FY13. These tools measure HIV output and outcome indicators that volunteers report their activities quarterly. PCSA’s short-term outcome successes are proof that extensive mobilization of community resources and offering education for HIV/AIDS prevention & early intervention, are innovations that fit our pull of PCVs. PCSA also aims to support PEPFAR transition by placing volunteers in those organizations PEPFAR South Africa is transitioning from. PCSA contributes to PFIP through Orphans and Vulnerable Children intervention projects, HIV/AIDS combination prevention initiatives and, Care and Support projects within its geographic focus.

Mechanism Target Information

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
